Work Environment Measurement
The Environment Control Division (ECD) of the Occupational Safety and Health Center (OSHC) work primarily towards eliminating work environment hazards and their effects. ECD carries out work environment measurement to evaluate levels of exposure to chemicals like solvents, acids, metals, gases, asbestos and physical agents like noise, heat, vibration and illuminations. It also evaluates existing ventilation system and recommends control measures to reduce workers exposure and eliminate workplace hazards. ECD is equipped with apparatus from sampling devices, direct reading instruments and analytical laboratory equipment and utilizes JISHA, OSHA and NIOSH method in doing our workplace assessment and worker’s exposure to hazards.

Q: What is Work Environment Measurement (WEM)?
A. Work Environment Measurement means sampling and analysis carried out in respect of the atmospheric work environment and other fundamental elements of working environment for the purpose of determining the actual conditions thereof.
Q. What is the basis for the conduct of WEM?
A. As stated in Rule 1077 of the OSHS, the employer shall carry out the working environment measurement in indoor or other workplaces where hazardous work is performed.

Q. Do we have private companies that conduct WEM?
A. Yes, there are private service providers that conduct WEM, but the OSH Standards and DO 160-16 requires a WEM provider to be accredited.
Q. How often should we conduct WEM? What are the conditions or parameters to be measured?
A. WEM shall be conducted periodically as may be necessary but not longer than annually. As required by the OSHS, WEM shall include temperature, humidity, pressure, illumination, noise, ventilation and concentration of substances and chemicals. It is important to recognize environmental hazards or stresses in the workplace. The magnitude or level of hazards can be accurately determined by using industrial hygiene equipment. Prevention is better than cure so it is necessary to assess and evaluate these hazards.
Q. Are companies allowed to conduct internal monitoring
A. Yes, the company’s safety and medical personnel may conduct WEM provided they have taken adequate training and experience in WEM. Internal monitoring also requires the use of calibrated Industrial Hygiene equipment.
